ADMISSION OF INTERNATIONAL STUDENTS AT BURGAS STATE UNIVERSITY "PROF. DR. ASSEN ZLATAROV"
COMMON TERMS
Burgas State University "Prof. Dr. Assen Zlatarov" has no agreements concluded with companies and/or individuals for student recruitment. There are no representatives of Burgas State University "Prof. Dr. Assen Zlatarov", who are officially authorized to recruit students.
The applicants are free to decide if they want to apply by themselves or to use the services of a recruiting company. The final ranking is not in any way influenced by the means the applicants apply (by themselves OR by the mediating companies).
The University retains the right to make changes in the terms and conditions of the admission in the 2026/2027 candidate students campaign on its website. Such changes may occur as a result of circumstances taking place after the publishing of the "Rules for the Admission of Students in the Specialty "Medicine" for the Academic Year 2026/2027" and "Rules for the Admission of Students in the Educational and Qualification Degree "Bachelor" and "Professional Bachelor" for the Academic Year 2026/2027".
Foreign citizens are admitted at Burgas State University "Prof. Dr. Assen Zlatarov" (BSU), in accordance with the Higher Education Act (HEA) and the Ordinance on the State Requirements for Admission of Students at Higher Schools of the Republic of Bulgaria.
1) Foreign students should have completed secondary education giving them the right to apply to higher education institutions of the country where they have completed their secondary education.
2) For citizens of countries outside the EU and EEA, the grade from the state matriculation examination (SME) in the official language of the country in which secondary education was acquired must not be lower than 62% of the maximum according to the grading system in the country. When such a grade is missing, the grade from the secondary education diploma in the official language of the country in which secondary education was completed is the ranking grade.
3) Foreign students should pass Entry exams in Biology and Chemistry in English or in Bulgarian
4) Foreign students should submit the necessary documents according to the deadlines:
- All documents submitted to BSU must be legalized and officially translated into Bulgarian language. The translation must be done and certified in accordance with the provisions of the international treaties of the Republic of Bulgaria with the state/country in which they were issued and, in the absence thereof, under the general order for translations, legalizations and certifications of documents and other papers. In case the applicants are not able to apply in person, they should present a power of attorney, legalized and translated.
- Citizens from non-EU countries should have type D visa for Bulgaria.
- The university submits an electronic application through the National Center for Information and Documentation (NACID) to the Ministry of Education and Science (MES) for the issuance of a certificate of application for a "D" visa, attaching scanned copies of the candidate's documents
- In case the candidates are approved, the Bulgarian Ministry of Education and Science issues the Certificate of Admission to the candidate within 40 calendar days and sends it to the university
- After receiving the Certificate from the Ministry of Education and Science, the applicants must submit their documents to the Embassy / Consulate of Republic of Bulgaria in order to receive a Long-Stay Visa (type D). After obtaining the Visa, the applicants can be enrolled at the University.
5) Foreign students may study in the Medicine program in either Bulgarian or English language
- In Bulgarian language:
- in case they successfully pass the entrance exams in biology and chemistry in Bulgarian and they are ranked in the final list of admitted candidates, or
- In case they undergo a one-year preparatory course in Bulgarian at one of the universities in Bulgaria and then successfully pass the entrance exams in biology and chemistry in Bulgarian and are ranked in the final list of admitted candidates;
- In English language:
- in case they pass the online entrance exams in biology and chemistry in English, and the exam in English language, and are ranked on the final list of admitted candidates, or
- In case they undergo a one-year preparatory course in English at one of the universities in Bulgaria and after that they pass the entrance exams in biology and chemistry in English and are ranked on the final list of admitted candidates.
- English language – the applicants who would like to be taught in English should prove their English B1 Level according to Common European Framework of Reference (CEFR):
- by submitting one of the following:
- Bilingual diploma from a language school where one of the languages of instruction is English, with a matriculation examination in English
- International Baccalaureate Diploma (obtained during English language training)
- Cambridge English Language Assessment;
- IELTS Academic;
- TOEFL iBT (computer-based test);
- TOEFL PBT (paper-based test);
- PTE Academic;
- Michigan English Test (MET);
- Applicants who cannot submit any of the upper mentioned documents should pass the English B1 Level exam on the specified date.
- Applicants, who do not have the required level of English proficiency (minimum B1 level), may enroll in a Preparatory course in English language proficiency and specialized disciplines.
- Applicants who are citizens of countries where English is the official language are not required to prove their level of language proficiency by taking an exam or presenting a certificate. They must present a high school diploma from the relevant country.
REGULATIONS FOR THE ADMISSION OF FOREIGN STUDENTS IN MEDICINE 2026-2027
Applicants with dual citizenship
- Applicants with dual citizenship, one of which is Bulgarian and the other is from an EU member state or from EEA, will be admitted under the terms and conditions and within the due order as for the Bulgarian citizens (after an entrance exam in Biology and Chemistry, as for the Bulgarian candidate students).
- Applicants with dual citizenship, one of which is Bulgarian and the other is from an EU member state or from EEA, who have completed their secondary education in an EU member state or in EEA and who have chosen to study Medicine in English shall be admitted in accordance with Art. 95, Para 10 of the Higher Education Act by sitting an entrance exam in English language, and an entrance exam in Biology and Chemistry in English. Once admitted the students with dual citizenship, one of which is Bulgarian, should pay an annual fee amounting to 50% of the fee determined for foreign applicants. The amount of the fees due is set by a Decision of the Council of Ministers for the respective academic year.
Applicants with dual citizenship, one of which is Bulgarian and the other is from a non-EU member state (third country), but who have completed their secondary education in the Republic of Bulgaria, regardless of their second nationality, have the right to be admitted under the terms and conditions and within the order due as for the Bulgarian citizens. - Applicants with dual citizenship, one of which is Bulgarian and the other is from a non-EU member state (third country), who have completed their secondary education abroad, have the right to be admitted under the terms and conditions and within the order determined for the non-EU member state citizens (third country), so they can pay 50% of the fee for the foreign citizens.

TRANSFER OF BULGARIAN AND FOREIGN STUDENTS
- All students who wish to transfer to the Burgas State University "Prof. Dr. Assen Zlatarov" (BSU), majoring in Medicine, from another university in Bulgaria or abroad, must have successfully completed at least one academic year.
- In the case of a stated desire to transfer to BSU, candidates submit the following mandatory documents to the Education and Information Center:
- Burgas State University "Prof. Dr. Assen Zlatarov" initiates a procedure for recognition of a training period by the work committee appointed by the Rector's Order. The dean of the Faculty of Medicine must participate in the committee. The committee determines the course of study for each student, according to the academic transcript submitted by them and the other documents, proving the educational process, by assessing the correspondence between the exams successfully passed by the candidate and/or training conducted in individual disciplines for the relevant course, with those for the same course under the Curriculum for the specialty "Medicine", and the timetable can also be recognized in accordance with the Ordinance on Uniform state requirements (USR).
- When transferring from another higher medical school abroad during a recognized period of study, students may be enrolled in a higher course if they meet the requirements of the Academic Regulations.
- When transferring from foreign higher medical schools, candidates take the combined exam in English, biology and chemistry in English on the date set for the upcoming academic year.
- When the candidate student is from a country outside the EU and the EEA, the documents are submitted to the Ministry of Education and Science for the issuance of Type D Visa Certificates. In this case, the course of study is determined in advance, in which the applicant will be accepted, in order to indicate the years of residence in the country. If the student has been issued a Certificate for Visa D by the MES, they also register to take the exams in English language, biology and chemistry in English, no later than two days before the date of the combined exam.
- Transferred foreign students shall pay the full amount of the legally determined fee for foreign citizens for the relevant year of study in Bulgarian or English. If the transferred foreign student has untaken exams, they pay an additional fee beyond the legally defined tuition fee in an amount, determined by order of the Rector for each untaken exam.
When the transferred foreign student has unstudied disciplines or studied disciplines with an insufficient timetable, in addition to the legally defined tuition fee, they pay also an additional fee.
